"The database is being taken off-line and cannot be opened".
This message can be caused by Admin accidentally started two
concurrent tasks ..e.g. fixup tasks against the same database.
In addition, it is not recommended to run fixup via program document because it is an repair task and shouldn't be used as an preventative
task.

You may need to check whether more than one tasks to same database. If yes, the message works as design and you should change your
setting to not allow concurrent.

Also Check the server log to see which Domino tasks were running when the problem was reported. If the problem always occurs at the same time of day, check for a Program Document. If not there, a task might have been run manually by an administrator.

In some cases, backup utilities may cause undesired behavior. In one case, a backup program would not allow the compact process to replace the original database copy. The database was locked and the compact process could not continue with the replacement process. The error was observed until the server operating system was rebooted, resulting in the backup program unlocking the database.

For third party software trying to access the .nsf database, check the operating system logs on the server (if there are any).

If you are running on Microsoft® Windows™, you can run the Windows Process Monitor utility that monitors what applications are accessing a file and shows all file system activity in real-time. You can download Process Monitor at the following link:

NOTE: You must have administrator privilege to run Process Monitor.
